Challenge Process Page
The CBPCA HERS Providership has developed an expedited process to enable experienced CHEERS and CalCERTS raters to qualify to become CBPCA certified Field Verification and Diagnostic Testing Raters for Alterations (Basic HERS raters).
1. Become a Member of the CBPCA
- Go to the “Become a Member” page.
- Complete the “Membership Application Form” and click “Send Request”.
- You will need to remember your user id and password
2. Complete the on-line Challenge Test Experience Questionnaire
Go to the Challenge Test Experience Questionnaire and answer all of the questions. Upon submitting the form your information will be e-mailed to the CBPCA administrator. It will be determined whether you need to meet the additional following requirements:
3. Be Interviewed by a CBPCA Administrator (if required)
Depending on your responses to the Challenge Test Experience Questionnaire, you may be called by a CBPCA administrator to be asked questions about your experience as a HERS rater.
4. Pass the Proctored Field Test (if required)
If the CBPCA determines that you do not have sufficient relevant experience as a HERS rater, they will require that you undergo a proctoring session with a CBPCA field proctor during your first job. The cost for the Field Proctor test is $200 which paid directly to the Test Proctor. The proctoring session will include the following tests:
- Duct test and seal using a duct blaster
- Leakage to the outside using a blower door
- Refrigerant charge and air flow
5. Take the on-line challenge test
The CBPCA has partnered with the Sylvan Training Centers throughout California as the testing sites. The cost to take the on-line challenge test is $75, which will be paid when you login to the testing site. There is an additional cost paid to the test site proctor ranging from $35-$50 depending on the center.
When you are ready to take the test, please send us a request so we can email you the web address for the testing site, and a username and password to login to the test. You will have a maximum of 3 hours to take the test. Once you have submitted the test, your test will be automatically graded and your score will be reported to you.
6. Send in your certification package

If you pass the challenge test and the proctored field test (or if you are not required to take a proctored field test) send in the certification package which must include:
- CF-4Rs – Copies of four CF-4R’s that you have written and signed.
- Valid Certification – A copy of a valid and current HERS certification from another provider.
- A Signed CBPCA Raters Agreement – download and print a copy of the CBPCA Raters Agreement. Sign the agreement and send a wet-signed copy to the CBPCA.
- A Check for the $100 Annual Membership Fee – Your membership will begin the date that we receive the check and continue for the next 12 months.
7. Receive Your Certification
After we have received your certification package, a CBPCA administrator will update your membership status in the registry to indicate that you are a CBPCA certified California Field Verification and Diagnostic Testing Rater. Once your status is upgraded, you will be able to record Title 24 energy measure verifications on the registry. We will also e-mail you your CBPCA HERS certificate.
